في قلب العالم،تقع دولة مونوفوبيا،يحدها من الشمال قارة النبلاء،ومن الشرق قارة ألأغنياء،ومن الجنوب قارة النائمين،ومن الغرب قارة الطماعين.
حاكم دولة مونوفوبيا حازم،ينعم شعبه تحت خط الفقر،لا يدخر جهدا في اسعاد شعبه بالهموم، يعرف جيدا كيف يوزع الهم على العامة بالعدل،فترى الشعب أصابته تخمة الغم،وبراءة البؤس تبدو على الوجوه،وحلاوة الانكسار في هذا التواضع العظيم لهذا الشعب الذي لا يمل من البحث خلف كسب عيشه.
شعب مونوفوبيا يتغلب على أي سموم بالأطعمة التي يتناولها،والخبز المحشو عمدا" بالأتربة،الأحجار الصغيرة،والمسامير،ليزداد هذا الشعب صمودا.
مونو فوبيا شعب متواضع في أكله ولباسه و يطيع حاكمه طاعة عمياء،ويتميز بالصبر والأمل.
استطاع حاكم مونوفوبيا أن يخلص شعبه من مساوئ الضحك،خوفا على صرامتهم في مواجهة الحياة،هو لا يحب التفاؤل،يتخذ حراسه كل الاحتياطات اللازمة لحمايته من الحاقدين،لديه قدرة رائعة في مواجهة الأفكار الهدامة التي قد تفسد هذا الشعب،لذلك هو حريص بكل الطرق على أهدافه النبيلة.
حاكم مونوفوبيا رأى يوما حلما أفزعه،استدعى حراسه،أمر وزيره أبا رجل مسلوخة أن يعتقلهم جميعا.

وقال أخر : سيدي الحاكم أحلم أن أعيش في قصر كقصرك.وآكل خبزا كخبزك.
فزع الحاكم من تكرار الأحلام،اشتط غضبا،أمر باعتقال كل من يحلم.
لايزال الحاكم يفزعه حلم كل ليلة.
